U.S. Government license plates must be registered in the Federal Government Motor Vehicle Registration System (this is now accessed through GSAFleet.gov) per FMR 102-34.120.

The General Service Administration (GSA) maintains vehicles in motor pools across the nation for official use by government agencies and departments. The prefix indicates the vehicle type.

In the United States, vehicle registration plates, known as license plates, are issued by a department of motor vehicles, an agency of the state or territorial government, or in the case of the District of Columbia, the district government. [1]

GSAFleet.gov has been redesigned to have two records for each license plate “pair...an “A” and a “B” plate. The status of each plate is tracked from the date of manufacture until returned for destruction. The plate number is active until BOTH plates are returned for destruction. With just a few exceptions, including multi-year baseplates being introduced in the early 2010s, uniform license plates issued and used by the United States government have been undated and issued in relatively small quantities, making them difficult for today's hobbyist to date and collect.

If the Government motor vehicle displays U.S. Government license plates and motor vehicle identification, you do not need to register it in the jurisdiction where the vehicle is operated, however, you must register it in the Federal Government Motor Vehicle Registration System.
