There are more than a few steps, and you not only have to walk down, when you reach your destination you have to walk back up. If someone has a problem with steps, I think they are going to struggle. I don't know exactly how many steps, but probably more than 20. There could be even more and you have to double that... I've not gone to Navy Pier, only from Union Station to Michigan Avenue, but it took maybe 10 minutes. We spent longer waiting for the boat than the boat ride actually took, as they leave at specific times.

Looking at a map, it would appear you can get off at Michigan Ave., which is only about a 10-15 minute ride on the water taxi. Should be a short walk from the stop.
